We here in Austria use PAL.
As does most other western/central European countries except France AFAIK.

I'm not sure I understand you. I'm talking about the television licence. If you look at what I quoted again, you'll see that you don't need a licence for watching any catchup programmes *except* BBC iPlayer.

Are you using the word "tax" instead of "licence"? If so, that's confusing.

No. He was 84 and gradually losing his faculties and physical strength. As he could no longer do any gardening any more he didn't see the point of continuing.
